LOGIC prepared an operating evaluation for Brightwater Environmental Education & Community Center to be co-located with the new wastewater treatment plant near Woodinville. Under contract to King County Waste Water Division, this study evaluated the market, location, need, service requirements, and challenges and opportunities for the new facility. Using a review of comparable existing institutions, the planner enumerated requirements for success, suggested an organizational profile, and proposed a model for operations with parameters for staff and budget.
